Drawing Down OJT/SS ½ of 1% Funds

The process for using the 2 of 1% OJT/SS money is called "drawing down" the funds. This term can be confusing at first, as it seems to imply that the money is coming from somewhere outside the state highway agency. In fact, the state already has the money. The process of "drawing down" the funds means the state highway agency requests permission from the Federal Highway Administration (FHWA) Division Office to utilize the funds for skills training.

The procedure the state highway agency will take to "draw down" the funds is as follows:

  • The State Department of Transportation Commissioner or Secretary formally decides to "draw down" the money.
  • The Commissioner/Secretary then contacts the FHWA Division Office to request authorization to "draw down" the money.
  • The Division Office grants authorization.
